<p class="has-text-align-none">The most shocking thing about the attempted attack on the White House Correspondents’ Association Dinner on Saturday night at the Washington Hilton was how not shocking it was. </p>

<p class="has-text-align-none">Even before an armed man attempted to breach the secured area outside the hotel’s ballroom, the event’s guest list was a grim self-portrait of political violence in America. President Donald Trump, who survived <a href="https://www.vox.com/politics/360489/trump-shot-thomas-matthew-crooks-secret-service-butler-rally">two</a> <a href="https://www.npr.org/2026/02/04/nx-s1-5693102/ryan-routh-sentence-assassination-attempt-donald-trump">attempts</a> on his life during the 2024 campaign, was evacuated by Secret Service agents. Erika Kirk, whose husband Charlie Kirk was <a href="https://www.vox.com/today-explained-newsletter/461501/charlie-kirk-gen-z-parasocial-conservative-influencer">killed just months ago</a> at a campus event in Utah, was <a href="https://www.cnn.com/2026/04/26/us/video/erika-kirk-leaves-the-white-house-correspondents-dinner-in-tears-digvid-vrtc-hnk">rushed out in tears</a>. Republican Rep. Steve Scalise, who in 2017 <a href="https://nymag.com/intelligencer/2017/09/rep-steve-scalise-returns-to-congress-after-shooting.html">was shot</a> by a left-wing gunman at a congressional baseball practice, guided to safety <a href="https://x.com/JaredEMoskowitz/status/2048204551665152288">Democratic Rep. Jared Moskowitz</a>, who helped lead the House investigation into the <a href="https://www.vox.com/policy-and-politics/2022/12/23/23522835/january-6-committee-report-takeaways">January 6 attack on the Capitol</a>. </p>

<p class="has-text-align-none">CNN’s Wolf Blitzer, whose <a href="https://www.motherjones.com/politics/2018/10/watch-wolf-blitzer-speak-out-on-how-cnn-was-targeted/">network was targeted</a> in 2018 by a serial bomber who <a href="https://www.vox.com/2019/8/5/20755431/cesar-sayoc-20-years-explosives-trump">went after Trump critics</a>, was near the gunman when the shooting began and provided some of the <a href="https://www.cnn.com/2026/04/25/politics/white-house-correspondents-dinner-wolf-blitzer-shots-fired-trump">first eyewitness reporting</a>.&nbsp;</p>

<p class="has-text-align-none">That’s only the recent history. Robert F. Kennedy Jr., whose father and uncle were each assassinated in the 1960s, was also in the room. And this year’s dinner was held at the same hotel where <a href="https://www.vox.com/explainers/360585/reagan-trump-assassination-attempt-1981">Ronald Reagan was shot</a> in 1981. Locals still often refer to it as “The Hinckley Hilton,” a reference to Reagan’s attacker.</p>

<p class="has-text-align-none">Fortunately, no one was seriously hurt this time, but the incident has again rattled the American political scene, where people know from experience just how much worse it could have been.</p>

<p class="has-text-align-none">Here’s what we know:&nbsp;</p>

<h2 class="wp-block-heading"><strong>What happened at the White House Correspondents’ Association Dinner? </strong></h2>

<p class="has-text-align-none">According to officials, a man armed with a shotgun, a handgun, and knives charged at a security checkpoint outside the ballroom where the president was set to deliver a speech at around 8:30 pm ET. One Secret Service agent was shot and hit in his body armor —&nbsp;Trump said later <a href="https://www.nbcnews.com/politics/white-house/white-house-correspondents-dinner-2026-trump-speech-expected-rcna341446">he’s “doing great”</a> —&nbsp;before agents were able to subdue and arrest the suspect alive.</p>

<p class="has-text-align-none">While there was some discussion of continuing with the event afterward, Trump said he ultimately sided with law enforcement’s recommendation to <a href="https://www.cbsnews.com/live-updates/trump-evacuated-white-house-correspondents-dinner-security-incident/">postpone it to another date</a>.&nbsp;</p>

<h2 class="wp-block-heading">Who is the person they arrested?</h2>

<p class="has-text-align-none">The suspect has been identified as <a href="https://www.npr.org/2026/04/26/g-s1-118826/cole-allen-suspected-white-house-correspondents-dinner-shooter-profile">Cole Tomas Allen</a>, a 31-year-old teacher and engineer from Torrance, California. He traveled across the country by train and <a href="https://www.washingtonpost.com/national-security/2026/04/26/whcd-shooting-suspect/">booked a room in the same hotel</a> as the event in advance, according to Acting Attorney General Todd Blanche.&nbsp;</p>

<h2 class="wp-block-heading">What do we know about his motive?</h2>

<p class="has-text-align-none">While the investigation is ongoing, Allen reportedly <a href="https://www.nbcnews.com/news/us-news/shooting-suspect-white-house-correspondents-dinner-cole-thomas-allen-rcna342146">sent a manifesto to family members</a> shortly before the attack. The New York Post published a <a href="https://nypost.com/2026/04/26/us-news/read-whcd-gunman-cole-allens-full-anti-trump-manifesto/">purported copy</a> of the document, which included criticism of the administration’s war in Iran, military strikes on alleged drug boats, and deportation policies, and indicated that Allen had planned to target “administration officials” while avoiding hurting others “if possible.” He also expressed surprise in the document that the security at the hotel was relatively weaker than he expected.&nbsp;</p>

<h2 class="wp-block-heading">What has Trump said?</h2>

<p class="has-text-align-none">In his comments after the attack, Trump criticized the security at the event and <a href="https://www.nytimes.com/2026/04/26/us/politics/trump-white-house-ballroom-dinner-shooting.html">repeatedly argued</a> that the incident bolsters the case for his <a href="https://www.vox.com/the-logoff-newsletter-trump/479877/trump-white-house-ballroom-east-wing-kennedy-center-arch-east-potomac">planned White House ballroom,</a> which he wants to build atop the now-demolished East Wing. The new space, though, would likely not affect this specific event. The WHCA is a private organization and thus secures its own venues.&nbsp;</p>

<h2 class="wp-block-heading">What is the White House Correspondents’ Association Dinner?</h2>

<p class="has-text-align-none">The White House Correspondents’ Association is a nonprofit organization that represents reporters covering the White House and advocates for media access to the federal government. The group is best known for the annual fundraising dinner it was hosting on Saturday, a long-running Washington institution that typically features a keynote address by a comedian (<a href="https://www.usatoday.com/story/entertainment/celebrities/2026/04/26/oz-pearlman-white-house-press-dinner-trick-notepad/89810617007/">mentalist, this time</a>) and a comic speech by the sitting president, along with a tribute to the press and the First Amendment. It’s frequently attended by prominent members of the media, politicians, celebrities, and business leaders.&nbsp;</p>

<p class="has-text-align-none">Even before Trump’s election, the dinner had long been a controversial event, with critics complaining it makes the press look too self-congratulatory or <a href="https://www.nytimes.com/2026/04/23/insider/white-house-correspondents-dinner-trump.html">too friendly with the politicians they cover</a>.&nbsp;</p>

<p class="has-text-align-none">Trump has his own personal history with it as well: In 2011, President Barack Obama <a href="https://www.washingtonpost.com/style/2026/04/25/trump-obama-meyers-white-house-dinner/">mocked him onstage</a> after the then-<em>Apprentice</em> host led a national campaign to stoke false conspiracy theories around his birth certificate. Trump <a href="https://katv.com/news/nation-world/trump-to-attend-white-house-correspondents-dinner-for-first-time-as-president-reporters-journalists-journalism-press-media-fake-news-politicians-celebrities-first-amendment-quiet-piggy-wise-guy-disgrace">said in March</a> that he boycotted the event as president in both terms “because the Press was extraordinarily bad to me,” but that he planned to attend it for the first time this year after organizers “asked me, very nicely, to be the Honoree at this year’s Dinner.” Many Democrats, in turn, appeared to be <a href="https://www.politico.com/newsletters/playbook/2026/04/19/guess-whos-not-coming-to-dinner-00880044">avoiding his appearance this year</a>, while journalists and press organizations had urged attendees to use the occasion to protest the White House’s <a href="https://www.usatoday.com/story/news/politics/2026/04/22/trump-white-house-correspondents-dinner-protest/89730157007/?utm_campaign=trueanthem&amp;utm_medium=social&amp;utm_source=facebook&amp;fbclid=IwY2xjawRbQVNleHRuA2FlbQIxMABicmlkETFBWlBGdktIZ3RUcFdnVmt3c3J0YwZhcHBfaWQQMjIyMDM5MTc4ODIwMDg5MgABHqV2EQzM9d-8HcBDZdl-2VVg2kINeIUY2oRQSa3q6eMpp4YhkCJVVrWIxhjY_aem_WRq1kP1xyC-T2eyfCk421g">treatment of free speech issues</a>.</p>

<h2 class="wp-block-heading">What happens next?</h2>

<p class="has-text-align-none">Allen is expected to <a href="https://www.npr.org/2026/04/26/g-s1-118826/cole-allen-suspected-white-house-correspondents-dinner-shooter-profile">appear in federal court on Monday to face charges</a>. Senators are planning to schedule a briefing with the Secret Service this week to <a href="https://x.com/jordainc/status/2048459362583150882">discuss security issues raised by the attack</a>.&nbsp;</p>

<p class="has-text-align-none">When I think of the difference between Donald Trump’s first term and Donald Trump’s second term, the image that stands out most is the president bombing.</p>

<p class="has-text-align-none">Not a country, in this case —&nbsp;a comedy routine.&nbsp;</p>

<p class="has-text-align-none">It was this January&#8217;s keynote speech at the Alfalfa Club dinner, a hokey Washington institution that exists solely for the president to pop in once a year<strong> </strong>and fire off a bunch of jokes prepared by his speechwriters.&nbsp;</p>

<p class="has-text-align-none">Trump broke with precedent and skipped it in his first term, but decided to give it a shot this time. On the surface, it might have seemed a subtle return to some kind of presidential normalcy — like his much-publicized first appearance at the better-known <a href="https://www.vox.com/2015/4/24/18094210/white-house-correspondents-dinner">White House Correspondents’ Association’s dinner</a> on Saturday, a media gathering that traditionally also features a presidential standup set. </p>

<p class="has-text-align-none">But when Trump stood up in his black tuxedo and addressed the Alfalfa Club’s <a href="https://www.washingtonpost.com/news/reliable-source/wp/2015/01/29/whats-the-deal-with-the-alfalfa-club/">ultra-elite membership</a>, which consists primarily of longtime politicians and Fortune 500 CEOs, it did not go well. Here’s how the Washington Post <a href="https://www.washingtonpost.com/politics/2026/02/01/trump-alfalfa-club-dinner/">described the scene</a>:</p>

<p class="has-text-align-none"><em>Some jokes landed with a thud, and the room fell silent repeatedly.</em></p>



<p class="has-text-align-none"><em>“So many people in the room I hate. Most of you I like,” he said, according to an attendee. “Who in the hell thought this was going to happen?”</em></p>



<p class="has-text-align-none"><em>He said that he might cut the speech short because he needed to watch the invasion of Greenland, before conceding it was a joke.</em></p>



<p class="has-text-align-none"><em>“We’re not going to invade Greenland. We’re going to buy it,” he said. “It’s never been my intention to make Greenland the 51st state. I want to make Canada the 51st state. Greenland will be the 52nd state. Venezuela can be 53rd.”</em></p>



<p class="has-text-align-none"><em>Trump also pointed to Kevin Warsh, his nominee to be the next Fed chairman.</em></p>



<p class="has-text-align-none"><em>“If he doesn’t lower interest rates I’m suing his ass off,” Trump said. After a beat, he added, “I’m kidding.” After another beat, he concluded, “Eh…”</em></p>

<p class="has-text-align-none">Tough crowd!&nbsp;</p>

<p class="has-text-align-none">It’s easy to see this as an anecdote about yet another snooty Washington establishment turning their noses up at Trump, but that’s not really the story. The reason the jokes didn’t land wasn’t the audience, or the writing, or the delivery. It’s that they weren’t jokes —&nbsp;they were policy.&nbsp;&nbsp;</p>

<p class="has-text-align-none">When Trump talked about his “hate” for the audience, the actual Trump Justice Department was working its way <a href="https://www.vox.com/policy/484729/pam-bondi-incomptent-justice-department">through his enemies list</a>. In fact, suing the Fed chair to lower interest rates would actually be the <em>lighter</em> approach; in real life, the sitting Fed chair (an Alfalfa member, of course) had just <a href="https://www.vox.com/policy/474960/donald-trump-jerome-powell-fed-economic-stakes">publicly accused</a> the White House of launching a specious <em>criminal</em> investigation to achieve the same goal.</p>

<p class="has-text-align-none">Trump delivered his riff on foreign policy right after he had threatened to invade and annex Greenland, which prompted a global crisis that only ended days earlier when the <a href="https://www.cnn.com/2026/01/20/investing/stock-market-us-europe-tensions-greenland">stock market began melting down</a>. And statehood was no laughing matter in Canada, whose citizens resoundingly elected Prime Minister Mark Carney on a <a href="https://www.hollywoodreporter.com/news/general-news/mike-myers-canada-ad-trump-51st-state-1236170844/">“Never 51” platform</a> after Trump threatened ruinous tariffs if they <a href="https://www.nytimes.com/2025/03/11/us/politics/canada-trump-statehood-attacks.html">didn’t join the US.</a>&nbsp;</p>

<p class="has-text-align-none">Trump’s first term featured plenty of people freaking out over his day-to-day pronouncements. But a large amount of abnormal rhetoric or reported behind-the-scenes behavior was also waved aside as hot air, or exaggeration, or dark humor for supporters who were in on the gag. That’s much harder this time, when there’s frequently the force of government behind them, something the media members in attendance for Trump’s speech on Saturday <a href="https://www.usatoday.com/story/news/politics/2026/04/22/trump-white-house-correspondents-dinner-protest/89730157007/">understand all too well.</a> </p>

<p class="has-text-align-none">This is the difference between Trump I and Trump II: Nobody is laughing this time.&nbsp;</p>

<h2 class="wp-block-heading"><strong>First term, setup. Second term, punchline.</strong></h2>

<p class="has-text-align-none">The dead seriousness of Trump II vs. Trump I is a helpful frame in part because this new sense of unpredictability — and the dread that often comes with it — crosses party lines. Both his critics and supporters have adjusted to how they view and discuss him with this change in mind. </p>

<p class="has-text-align-none">Let’s start with his supporters. During Trump’s first presidency, there was an entire intellectual scaffolding built around the idea that people needed to lighten up a bit when it came to his more inflammatory or threatening or bizarre statements.&nbsp;</p>

<p class="has-text-align-none">Columnist Salena Zito, who chronicled his 2016 voters on the ground, astutely noted that they often took him seriously, but not literally; while the press took him literally, but not seriously. There was much discussion of his 1980s book <em>The Art of the Deal</em> and its endorsement of “<a href="https://www.vox.com/2016/7/7/12050798/donald-trump-art-of-the-deal-quotes">truthful hyperbole</a>,” which Trump described as “an innocent form of exaggeration.” Critics saw it as a manifesto for lying; supporters also cited it to reassure themselves that his more out-there talk was knowingly savvy.</p>

<p class="has-text-align-none">Democrats were never fans of Trump’s schtick, of course. But the first term was also filled with self-appointed strategists warning that Trump’s wilder provocations were mere “distractions” meant to pull his opponents’ attention from more serious and realistic concerns elsewhere.</p>

<p class="has-text-align-none">Trump and his staff were happy to <a href="https://www.cnn.com/2019/10/07/politics/donald-trump-joking-gloria-borger/index.html">maintain this idea themselves</a>. Whenever a statement or position stirred up an unusual amount of trouble, it was common to mock people for having ever taken it at face value.&nbsp;</p>

<p class="has-text-align-none">Did Trump say Democrats committed treason during his State of the Union speech? “<a href="https://www.npr.org/2018/02/05/583447413/trump-democrats-un-american-treasonous-during-state-of-the-union">He was obviously joking</a>.” Did he say he’d pardon people who illegally carry out his orders? <a href="https://abcnews.com/Politics/trump-joking-pardons-laws-broken-pursuit-border-wall/story?id=65239809">Kidding, of course!</a> Bombing civilians? You took that stuff <a href="https://slate.com/news-and-politics/2016/03/trump-softens-stance-on-torture.html#:~:text=A%20Trump%20spokeswoman%20said%20on,force%20of%20everything%20we%20have.%E2%80%9D">literally</a>? Demanding Greenland? Didn’t you see his <a href="https://x.com/realDonaldTrump/status/1163603361423351808">hilarious Photoshop</a> of Trump Tower in Nuuk?</p>

<p class="has-text-align-none">Not so in Trump II: This time, his handpicked prosecutor <a href="https://nymag.com/intelligencer/article/judge-jeanine-pirro-attorney-general-trump-jerome-powell.html">really did try to charge elected Democrats</a> after he cried sedition (a grand jury was <a href="https://www.vox.com/the-logoff-newsletter-trump/478981/grand-jury-reject-indictment-kelly-slotkin-democratic-lawmakers-illegal-orders">not amused</a>), the Greenland talk <a href="https://www.ft.com/content/e0783399-613f-4432-87a3-262698f3f6ca?sharetype=blocked&amp;syn-25a6b1a6=1">really did escalate to a military standoff</a>, and just this month he reportedly floated <a href="https://www.wsj.com/politics/policy/trump-promises-mass-pardons-to-staff-before-leaving-office-d7274d32">blanket pardons for staff</a>. </p>

<h2 class="wp-block-heading"><strong>Everyone’s in on the “joke” now&nbsp;</strong></h2>

<p class="has-text-align-none">It’s clear that many Trump pronouncements considered idle “trolling” in his first term were, in retrospect, more serious proposals that were held back by stronger political constraints or a less compliant Cabinet. Now, in his second term, whether you agree with his decisions or not, these declarations are no longer brushed off as easily as “<a href="https://www.nationalreview.com/corner/mean-tweets/">mean tweets</a>” riling up humorless scolds.</p>

<p class="has-text-align-none">In his first term, Trump could get away with occasional sacrilegious talk about being the “chosen one” or the “second coming of God” by <a href="https://www.cbsnews.com/news/trump-chosen-one-president-says-he-was-kidding-and-being-sarcastic-2019-08-24/">claiming sarcasm</a>. In his second term, when Trump posted a picture of himself <a href="https://www.vox.com/politics/485563/trump-pope-ai-blasphemy-art-christ-evangelical-religious-right">playing AI Jesus</a>, religious conservatives were far less quick to dismiss it and forced him to take it down, even as the White House <a href="https://www.usatoday.com/story/news/politics/2026/04/14/jd-vance-trump-post-jesus-pope-leo/89603157007/?taid=69dec7117d0c9b00014173ce&amp;utm_campaign=trueanthem&amp;utm_medium=social&amp;utm_source=twitter">passed it off as a gag</a>.&nbsp;</p>

<p class="has-text-align-none">On the left, the “distraction” talk is also more muted. Then-Speaker Nancy Pelosi boasted in 2020 that she ignored Trump’s “bait” when he tweeted about <a href="https://abcnews.com/Politics/pelosi-ignores-trumps-protest-tweets-wont-bait/story?id=70938673">sending the military into Minneapolis and shooting out-of-control protesters</a>. Nobody in her party is <a href="https://www.vox.com/politics/477385/minneapolis-ice-trump-protest-activism-pretti-good-authoritarian-organizing-resistance">saying that in 2026</a>.&nbsp;</p>

<p class="has-text-align-none">In many ways, this kind of audience response is Trump’s dream. He’s been obsessed for decades with the notion that the <a href="https://www.politico.com/story/2018/09/25/trump-united-nations-brag-839820">world is “laughing” at America</a>; an extension of his own <a href="https://www.nytimes.com/2022/09/28/books/review/confidence-man-donald-trump-maggie-haberman.html">lifelong grievance</a> toward Manhattan snobs mocking his louche Queens persona.</p>

<p class="has-text-align-none">Legend even has it (denied by Trump) that he might never have run for office if President Barack Obama hadn’t mocked him to thundering guffaws&nbsp;at the 2011 <a href="https://www.washingtonpost.com/news/arts-and-entertainment/wp/2017/02/26/did-the-2011-white-house-correspondents-dinner-spur-trump-to-run-for-president/">White House Correspondents’ Dinner</a>. <p class="has-text-align-none">Rep. Eric Swalwell (D-CA) suspended his campaign for California governor on Sunday after a series of disturbing accusations of sexual misconduct. The scandal had drawn a fierce response from Democrats nationwide as they tried to force him out and keep the fallout contained.&nbsp;</p>

<p class="has-text-align-none">Just days ago, Swalwell was one of the frontrunners in a crowded primary field to replace Gov. Gavin Newsom — a job with immense political and policy clout, and a potentially star-making role in American politics. Instead, Swalwell now finds himself almost completely isolated, with some Democrats even calling for his&nbsp;<a href="https://link.vox.com/click/45171201.25002/aHR0cHM6Ly93d3cucG9saXRpY28uY29tL25ld3MvMjAyNi8wNC8xMi9zd2Fsd2VsbC1nb256YWxlcy1leHB1bHNpb24tY29uZ3Jlc3MtMDA4Njg0ODk_dWVpZD03MTMxNzdiMDhmZTc0MTBjMWUzZDNjMGNkMjcwNTQ4ZA/608adc1091954c3cef028015Ca13f8e8c">expulsion from Congress</a>.</p>

<h2 class="wp-block-heading"><strong>Who is Eric Swalwell?&nbsp;</strong></h2>

<p class="has-text-align-none">The 45-year-old is a politically generic Democrat whose takedowns of Trump on cable news and social media made him popular in Resistance circles. You might also remember his&nbsp;<a href="https://link.vox.com/click/45171201.25002/aHR0cHM6Ly93d3cudm94LmNvbS8yMDE5LzcvOC8yMDY4NjE2Ni9lcmljLXN3YWx3ZWxsLWRyb3BwaW5nLW91dC1wcmVzaWRlbnQtMjAyMD91ZWlkPTcxMzE3N2IwOGZlNzQxMGMxZTNkM2MwY2QyNzA1NDhk/608adc1091954c3cef028015C77d522fc">extremely short-lived presidential run</a>&nbsp;in the 2020 cycle.&nbsp;</p>

<h2 class="wp-block-heading"><strong>What exactly are the allegations?&nbsp;</strong></h2>

<p class="has-text-align-none">The&nbsp;<a href="https://link.vox.com/click/45171201.25002/aHR0cHM6Ly93d3cuc2ZjaHJvbmljbGUuY29tL3BvbGl0aWNzL2FydGljbGUvZXJpYy1zd2Fsd2VsbC1hbGxlZ2F0aW9ucy0yMjE5ODI3MS5waHA_dWVpZD03MTMxNzdiMDhmZTc0MTBjMWUzZDNjMGNkMjcwNTQ4ZA/608adc1091954c3cef028015C09bef892">San Francisco Chronicle</a>&nbsp;reported on Friday that an unnamed former staffer alleged that the married Swalwell pursued her for an affair after she was hired at age 21, including by sending lewd photos via Snapchat. Their relationship became physical, but she said he went on to sexually assault her on two occasions in which she was too drunk to consent.&nbsp;<a href="https://link.vox.com/click/45171201.25002/aHR0cHM6Ly93d3cuY25uLmNvbS8yMDI2LzA0LzEwL3VzL2VyaWMtc3dhbHdlbGwtc2V4dWFsLW1pc2NvbmR1Y3QtYWxsZWdhdGlvbnMtaW52cz91ZWlkPTcxMzE3N2IwOGZlNzQxMGMxZTNkM2MwY2QyNzA1NDhk/608adc1091954c3cef028015C9509b3b2">CNN ran its own story</a>&nbsp;the same day, which included the staffer’s account, along with three additional women who described unsolicited sexual advances by the Congress member, including one who said he took her to his hotel room while she was intoxicated.</p>

<h2 class="wp-block-heading"><strong>What has Swalwell said?</strong></h2>

<p class="has-text-align-none">He has called the accusations “flat false,” denied any nonconsensual behavior, and said that the allegations “come on the eve of an election where I’ve been the frontrunner candidate for governor,” implying that they’re politically motivated. <h2 class="wp-block-heading"><strong>What happens in the governor’s race now?</strong></h2>

<p class="has-text-align-none">Swalwell was the nominal frontrunner in a race where no candidate has caught fire. The next-in-line candidate in a weak Democratic field is Tom Steyer, a Democratic megadonor and fellow 2020 presidential also-ran whose self-funded campaign has so far narrowly outpolled rivals like former Rep. Katie Porter, former Health Secretary Xavier Becerra, San Jose Mayor Matt Mahan, and former Los Angeles Mayor Antonio Villaraigosa, among others.&nbsp;</p>

<p class="has-text-align-none">California’s June 2 race is a “jungle primary” where candidates from all parties run at once and the top two advance.
