Watch: why ISIS attacked Brussels

ISIS has claimed responsibility for the terror attacks in Brussels that killed at least 30 people on Tuesday. The attacks represent a shift in ISIS’s strategy as well as a horrifying new reality for Europe. Vox’s Max Fisher explains how we got to this point:

ISIS has been losing ground in Iraq and Syria for about a year. US and coalition airstrikes have had a devastating effect on the group's ability to hold territory. So ISIS has turned elsewhere to maintain its image as the leader of global jihad: international attacks on civilians. Many of the group's foreign recruits are European and are returning home, bringing a ruthlessly violent ideology and battle-hardened skills with them.
